Joy Morrissey | Chair
Joy Morrissey was appointed to the Atlanta Citizen Review Board (ACRB) by the Atlanta Planning Advisory Board (APAB) on May 24, 2007 for a one (1) year term representing NPUs 'A' through 'F.' APAB reappointed her, July 19, 2008 for a three (3) year term. On February 12, 2009, Ms. Morrissey was elected Board Secretary succeeding Roderick Edmond. On February 11, 2010, she was elected Board Chair.
As a member of the Board, Ms. Morrissey serves on several committees: Personnel Committee, Public Awareness Committee and a member of Screening Panel II reviewing cases currently under consideration for investigation. When ACRB began its nation-wide search for an Executive Director, Ms. Morrissey led the charge as the Board advertised to fill the position, which resulted in over 170 applicants. Joy helped establish the Board's process for organizing and evaluating applications and resumes and worked closely with the city's Human Resource Division to screen applicants for the most qualified candidates. The Personnel Committee used this process to narrow 170 applicants to the top 15. The Committee further reduced the candidate pool to the top five, from which a well-qualified Executive Director was recommended to, and approved by, the Board.
Besides serving on the ACRB, Ms. Morrissey is a Board member of the Piedmont Heights Civic Association, serving as Security Patrol Chair since1991. She became a member of the Citizen Advisory Committee for Zone 2 Police Precinct in 1991 and continues to serve to date. She has received training from the City of Atlanta Citizen's Police Academy, Neighborhood Deputy Program and Court Watch Program. She also attended the National Crime Prevention Council's Crime Prevention Through Environmental Design Workshop.
Ms. Morrissey's business and professional experience includes teaching in Metro Atlanta school systems for 10 years. In 1988, she left the teaching profession, and became a business owner. Ten years later, she accepted a position as Vice President of a private, non-profit alcohol and substance abuse recovery center organization. In 2003, Joy began working with a locally-owned catering business.
She received a Bachelor of Science in Education from Georgia Southern University and graduate level courses from Georgia Southern University. Her continuing education includes courses in education, program development, management, and technology at Georgia State University, Southern Polytechnic Institute and other venues.
Ms. Morrissey was born and raised in Savannah, Georgia and moved to Atlanta in 1979. Since 1990, she has resided in Piedmont Heights. Joy is very active in her community and has an interest in gardening and art. |
